WAITING FOR UPPER WINDS TO DECREASE

Storm clouds have been ripped away from low level circulation.

You can faintly see the gray low level clouds that circulate around the surface low pressure center. The shearing effect high level winds has displaced the showers and thunderstorms to the east northeast away from the surface circulation. This has kept the system from strengthen to tropical depression and tropical storm force. The upper winds are forecast to gradually decrease over the next few days. This should allow tropical storm Richard to form over the Caribbean by Thursday.
